Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are conducted: positive announcements are delivered from multiple capitals. Significant resources is allocated on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capability afforded by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense engaged: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, probably delivered by Western nations. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from catastrophe and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon fired at a unmanned aircraft close by, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its destination.
With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in many homes as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a need that regional partners are evidently unprepared to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new proposal from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, continue.
Political Considerations
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is unfeasible to compel Moscow to abandon the areas that it already controls in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through words or deeds, from thinking that the situation will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a complete military breakdown until circumstances change in its advantage.
Current Realities
Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a just a single week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
